Digital election monitoring has graduated from activist experiments into the standard kit of major observation missions. The National Democratic Institute and the International Republican Institute have built it into their fieldwork since at least 2018. These tools let missions verify polling-station results near instantly, cross-reference crowdsourced tips against official tallies, and trace disinformation as it moves. The same capabilities create friction. Governments accused of rigging elections often paint digital monitors as foreign interference, and the tools themselves can be weaponized for partisan ends.

Ushahidi, born in Kenya in 2008, has been deployed for election monitoring across more than 20 nations, including Nigeria in 2011, 2015 and 2019 and Kenya in 2013 and 2017. Anyone with a mobile phone can file an incident report. A central team maps and verifies each submission.

ELMO

Meta Elections Operations Center

Meta opened its Elections Operations Center in 2018 and has since run war rooms for major votes in the United States, Brazil, India and the European Union. These teams coordinate content moderation, threat detection and information sharing with election authorities.

DFRLab

The Atlantic Council's Digital Forensic Research Lab, founded in 2016, has tracked election-related disinformation across more than 40 nations. It publishes analysis that observers and journalists use to contextualize what they encounter online rather than operating a platform of its own.

Raw citizen tips are not evidence. Ushahidi runs a verification layer that combines automated deduplication, geolocation cross-checks and human moderators who contact reporters or seek secondary confirmation before marking a submission credible. ELMO's trained-observer model

Satellite imagery serves a narrower but powerful function. Analysts compare pre-election and post-election images of polling stations, ballot storage facilities and protest sites. Burned ballot boxes, demolished buildings and unusually large crowds can be identified from orbit. The Atlantic Council's DFRLab has used satellite data to track the destruction of voting materials in contested elections. Government and Regulatory Pushback

Governments facing close electoral scrutiny often try to limit digital monitoring. Some nations block social media services during voting periods. Others pass laws requiring observation missions to register in advance and submit to government oversight. In a few cases, governments have accused international observers of using digital tools to coordinate opposition movements. The tension is structural: digital monitoring is harder to evade than traditional observation, so it produces more evidence of irregularities, which makes it more threatening to incumbents.

The crowdsourced data showed that delays were not random but concentrated in opposition strongholds, a pattern that raised questions about coordination. The reports did not overturn the election result, but they informed post-election analysis and reform recommendations.

Kenya 2017: violence and disinformation

In Kenya in 2017, Ushahidi documented incidents of violence and voter intimidation that official media did not cover. The system also tracked the spread of false claims about the election, which DFRLab later analyzed as part of a broader disinformation campaign.

Myanmar 2020: remote observation under pandemic

In Myanmar in 2020, the Carter Center used ELMO to monitor an election held under pandemic restrictions. International observers could not deploy in large numbers, so ELMO allowed a small team to collect data from dozens of polling stations remotely. The data confirmed that the election was largely free and credible, a finding that the military later ignored when it seized power.

When the tools get turned around

Digital election monitoring tools can be turned against their intended purpose. Crowdsourcing systems can be flooded with fake reports. Disinformation campaigns can use the same OSINT techniques that investigators use to manufacture evidence of fraud. In the United States, the 2020 election saw partisan groups repurpose digital monitoring methods to amplify baseless claims of rigging. The tools themselves are neutral. The incentives of those who deploy them are not. International IDEA's indices try to provide an objective baseline, but they depend on data that may itself be contested.

An unsettled legal landscape

The legal status of digital election observation under international electoral law remains unsettled. No binding treaty governs the use of digital tools in election monitoring. The Carter Center, the European Union and the National Democratic Institute operate under voluntary guidelines that emphasize transparency, data protection and non-interference. As of March 2025, the legal position is not established here. What is clear is that the gap between what digital tools can detect and what governments will accept is unlikely to close on its own. The technical capability is ahead of the political willingness to act on it.
