Monzo and 4 other neobanks: 5-year shift

Monzo and Starling reached profitability. Revolut got its UK licence in 2024. N26 quit two countries. Valuations fell. Here is how the neobank era ended up.

The cohort of digital-only banks that entered retail banking from the mid-2010s promised to replace high-street incumbents with mobile apps, transparent fees, and instant account opening. By mid-2024, the sector had delivered a more complicated result. Starling Bank posted its first full year of profit in 2021. Monzo followed in 2023. Revolut finally secured a UK banking licence in July 2024, but only in the restricted mobilisation stage, and had not yet launched full current accounts under it. N26 abandoned the UK and US markets entirely. Several planned exits, including a SPAC merger for Zopa, were cancelled. The era of hyper-growth funded by venture capital gave way to a focus on unit economics, lending discipline, and regulatory compliance.

The five firms that attracted the most attention were Revolut, Monzo, Starling, N26, and Chime. Each took a different path to the same set of questions: could they convert millions of users into sustainable revenue, and could they obtain the banking charters that would let them lend and hold deposits directly?

The Enablers: Open Banking and PSD2

Two regulatory interventions made the challenger model viable. The European Union's Revised Payment Services Directive (PSD2) came into force in January 2018. It required banks to open payment services and customer data to licensed third parties, provided the customer gave consent. Separately, the UK Competition and Markets Authority mandated the creation of the Open Banking Implementation Entity in 2016. The first Open Banking standards launched in 2018.

Before these rules, a new bank could not access a customer's transaction history or initiate payments without building its own network. PSD2 and Open Banking gave neobanks the ability to aggregate accounts, analyse spending, and offer switching incentives without negotiating data-sharing agreements with incumbents. The rules did not create the challengers, but they removed a barrier that would have forced each firm to replicate the plumbing that took incumbents decades to build.

Growth First, Profit Later

Customer acquisition during the peak years was aggressive and expensive. Monzo and Revolut both launched in 2015. Monzo received its full UK banking authorisation with restrictions in 2016, later having those restrictions lifted. Revolut applied for a UK banking charter in 2021 and a US banking charter in the same year. Starling was founded by Anne Boden in 2014 and launched its mobile app in 2017. N26 was founded in 2013 in Germany, obtaining its German banking charter in 2016. Chime, founded in 2013 in the US, took a different route: it partnered with regional banks rather than holding a national bank charter itself.

Peak-era fundraising

Revolut's headline valuation peaked at $33 billion in a 2021 funding round led by SoftBank and Tiger Global; the company itself placed the figure at that level. Chime's reached $25 billion in a 2021 round, according to its post-money disclosure. Monzo's topped out around $4.5 billion in 2021, based on investor reporting at the time. These numbers reflected belief that user growth would eventually translate into durable banking revenue. The problem was that most of those users held low-balance current accounts, generated little interchange income, and cost money to serve. Customer service crises, fraud complaints, and anti-money laundering scrutiny added to the cost base.

Regulatory Hurdles and Market Retreats

Obtaining a full banking charter proved harder than the early pitch decks suggested. N26 obtained its German registration in 2016 but struggled with the European Central Bank's supervision. It withdrew from the UK market in April 2020, citing Brexit, and from the US market in January 2022. The firm narrowed its focus to core European markets.

Revolut's long wait

Revolut's UK licence application took more than three years. The Prudential Regulation Authority granted it in July 2024 in the mobilisation stage, a restricted status that caps deposits and limits activity. Revolut had already built a large UK customer base using an e-money permission, which does not carry deposit protection or lending powers. The gap between user count and regulatory status was a persistent source of tension.

Chime's deliberate sidestep

Chime avoided the charter question by partnering with established banks, but that meant it did not control its own lending or deposit costs.

Profitability, Exits, and the Funding Squeeze

Starling Bank delivered its first full year in the black in 2021. Its founder and CEO Anne Boden stepped down in June 2023. Monzo reached the same milestone in 2023. Its worth had slipped from around $4.5 billion in 2021 to $4.1 billion in a 2024 secondary share sale, though it later recovered. Revolut had not disclosed a full-year net profit as of mid-2024, and its $33 billion sticker relied on a 2021 funding round that reflected a different interest rate environment.

Rate rises and retreats

Rising interest rates after 2021 punished loss-making growth stories. Venture capital funding for fintech dried up. SPAC mergers, which had been a popular exit route, collapsed: Zopa called off its planned SPAC merger in late 2021. No major European challenger bank had completed an IPO by August 2024.

A new set of expectations

The sector's maturation phase meant accepting tighter price tags, retreating from markets that could not be made profitable, and managing the transition from a technology growth story to a closely supervised banking business with thin margins and costly compliance.

None of the five major firms failed or were acquired as of August 2024. Zopa called off a planned SPAC merger in late 2021. N26 retreated from two large markets but continues operating in Europe.
